If you want a cheaper all round winter steel hack then you could get something like a Genesis frameset.

This is an excellent suggestion.
You may read some chatter about the arkose or dolomite, I have an arkose ss. It's about right for commuting and I have done some lanes on it, but it's not fun.

Full mudguards is the minimum for a winter bike.

Get a Genesis. They are very good VFM. Anyone who says they are shit is one of two people:
A) someone who has never ridden one.
B) an elitist cunto type that wastes money on badly made and overpriced crap from Italy.
I seem to remember an article in the comic discussing the esoteric nature of a winter bike, and how it should feature all sorts of weird things. Mismatched shifters, 8 speed block, mudguards. Saddle with no cover or something.
